
Inception, a G42 company with a suite of market-leading applied AI solutions, announced a strategic partnership with the Ministry of Industry and New Technologies of Tajikistan and pioneering synthetic data company zypl.ai (zypl). Under the terms of the agreement, Inception, the Ministry and zypl.ai will jointly advance the piloting, deployment, and scaling of artificial intelligence solutions across public administration in Tajikistan under the ongoing AI-GOV initiative.
The MoU establishes a structured framework for cooperation aimed at accelerating responsible AI adoption in the public sector, strengthening institutional AI capacity and supporting the implementation of Tajikistan’s National AI Strategy – 2040. The Parties intend to collaborate on joint AI deployments within the Ministry and across selected government workflows as part of Zypl’s AI-GOV stack.
AI-GOV is a transformative national initiative in Tajikistan combining three layers:
i) making Tajikistan the world’s first Government to adopt an agentic AI browser for workflow automation,
ii) deploying custom AI models for decisioning (e.g. SME licensing automation) and forecasting (e.g. energy grid anomaly detection), and
iii) incorporating SoroLLM, Tajikistan’s national language model developed by the Zypl ecosystem, for public serices.
The MoU lays out a roadmap for piloting Inception’s cutting-edge AI products in domains such as analytics, decisioning, automation tools, and productivity systems for public services as part of the second layer of AI-GOV. Zypl and its affiliate epsilon3.ai will act as strategic AI partners, while the Artificial Intelligence Council under the Ministry will provide oversight and coordination.
Beyond national deployment, the partnership is envisioned as a regional showcase for AI governance and public-sector AI adoption, positioning Tajikistan as a reference point for other Central Asian governments. The MoU outlines joint efforts in knowledge transfer, capacity building, and the establishment of institutional frameworks to support long-term AI scaling and regional replication.
As part of the Area AI vision, the parties also recognized the strategic potential for Inception to establish a regional operational presence within Area AI upon successful implementation of its AI solutions in Tajikistan, leveraging local talent, infrastructure, and regulatory flexibility on artificial intelligence.
Area AI is structured as the world’s first AI freezone designed to operate under a dedicated AI self-regulation framework that aligns innovation, governance, and responsible AI deployment. The freezone is planned as a globally interconnected platform spanning applied AI, green AI compute, talent development, and frontier R&D. The Consortium consists of 16 leading global AI companies including Perplexity, Cerebras and Supermicro and is managed by Tajikistan’s national AI champion, Zypl.
The cooperation with Inception was signed at the launch of Area AI 1.0, the first project hub of Area AI, in Dushanbe – reinforcing the Freezone’s role as a testing ground for production-level AI systems in government and enterprise environments. With the launch of Area AI 1.0 and the signing of this MoU, the Government of Tajikistan reaffirms its commitment to building a globally connected, responsibly governed, and sovereign AI ecosystem — positioning Area AI as a platform where governments and global AI leaders collaborate to deploy real-world AI solutions at national and regional scale.
